Whats your thoughts on this guys? I have see people say yes and no?

Yes, but no need to go crazy with buying millions.

I like a mixture of the 2, some with social signals, some without. Of the ones with social signals I mix that up and have varying amounts of accounts, some may have only 1 account, some may have 10. Some are active, some are dead(this is even true of the multiple accounts, they may have an active Facebook, but an inactive twitter).
Everything is done to limit a pattern or footprint.

It's funny when you see people have a site and each page has a rounded number of G+ etc, usually 25, 50 or 100. It's better to mix things about to make things look more natural.

No joke. That in and of itself is a footprint/pattern.
If I am buying say 25 G+ likes, I will split it between 2-3 sites, may delete it a bit, but it leaves a more random pattern that way.
When dealing with a PBN, or a web 2.0 PBN, remember EVERYTHING can be a pattern. Most important thing to remember.

Being a popular PBN seller, I both recommend as well as add social signals for clients (after asking them of course) when I go for all in one PBNs. However, I would not recommend blasting a lot of signals and from low quality social sites like pligg etc. I would recommend only very high quality socials and other links (I mix up some other secret sauce too) which you would send probably to your money sites too.

If you can afford to spend a bit more on your PBN then yes, however it is not mandatory.

Is it needed? No.
Should you do it? Well, it's better for the quality of your PBN and helps with risk management.

It is not need, but you can have them if you want :)

Most of the time, the domain will already have some social signals. I guess a few wouldnt hurt after its set up. I havent been building any to my PBN, and I'm still standing.

Social signals are great to make a site look natural, but it'd be unwise to use them for the sake of ranking purposes. Personally, I try to get social signals the organic way, i.e. share with friends and encourage them to share further. Buying infinite social signals from crappy sources is a big no no if you've like zero traffic on your site.

I do, but i build my PBN's with real sites, so...

From my experience nowadays, anything running on blog software (even genuine blogs with no commercial interest) tends to be downgraded without heavy social media
