Does URL Page Length help in SERP's

Hi,

Somebody told me that long URL name with repeated keywords in it will surely get your ranking under 10.

For example

example.com/keyword1_keyword2_keyword3_keyword4_keyword4.htm

Now I have 2 questions in this method

Does it really helps getting high ranking ?
What is the maximum length should be for Page name (keyword1_keyword2_keyword3_keyword4_keyword4.htm)

the longer the url the less effective each keyword, simple as that
 
Long URL's are bad. Well, u can use long URL's but put the most important keyword right at the beginning of the URL. The keywords sitting at the end of very long URL's dont get any attention from google. (also depends on what PR and backlink juice that page has)
 
keyword_keyword_keyword. This is a terrible, terrible idea. The prevailing wisdom is the short domains, short urls are better. However, from looking at the SERPS, those long filename urls with numbers (shopping carts and blogs) don't do any harm. I still go for short domain and reasonable file name. Backlinks are king though.
