Does Twitter ban IPs?

Hello,

I was banned several times on Twitter, but I noticed it was always accounts which were banned, not IPs (instead of tumblr for example). I always could reuse IPs with banned accounts without problems.

Do you know if Twitter bans IPs, and if, that's the case, What do we have to do to have an IP ban?
