PayPal sent you an email about that, also if you login to the account, it should be there too along with the things PayPal wants from you to lift the limitation.

I no longer have access to the email and it wants me to "receive a text" a "phone call" or "provide proof of identity". I cant do either. I just wanna know if ill be able to take the funds out in 180 days.

If the hold was put on your account in August 2015, you'll see it soon, if you don't see it already. :)

You won't be able to send the funds to a different PayPal account, you'll be able to withdraw to a bank account, which is not tied to any other PayPal account and never was.
Once i was also limited for 180 days and when that period was over, i was able to withdraw the funds to a bank account (which i opened just for this purpose). The PayPal account was fake, so the name on the PayPal account and the name on my bank account didn't even match, still the withdrawal went through without any problem. It might bounce back though, i read somewhere that it depends on your bank.
