If I make a local site targeted at one city involving a bunch of topics that Google doesn't consider "local keywords", will this give me any advantage as far as ranking?

For example, if I make a site about Chicago and some of the site topics are non-local keywords/searches where geographic location isn't generally relevant, when people search for these terms in Chicago would my site have a ranking advantage simply for the fact that they are in Chicago and nothing else?

If a person searched for "what's the difference between white bread and whole grain bread" and my Chicago based site has an article about that exact keyword, would a user searching for that term who lives in Chicago be more likely to see my page, even though the keyword/search makes the location (Chicago in this case) irrelevant?
 
What i've experienced is, whether local or international ,authority sites always have an initial push.But with that said,You need to make enough quality backlinks for that keyword.IMO,its simple to hack local ranking than doing it with International competition.

No, not necessarily..

But from experience I can say that if you mention Chicago somewhere in that article, it will give you an edge.

Mention something like... "This article was written by our Chicago based blah, blah" Or "This article was inspired by enquiries from our Chicago readers blah blah"
