Does Theme matters for SEO

It's the features of the theme that can be a problem. For example stuff like breadcrumbs that stuff keywords all over the place, lack of responsiveness and so on. But from my experience, people mostly screw up their sites with various plugins and keywords stuffed all over the place, rather than theme itself.

Or get the theme, site structure etc all sorted then go with cheapest, crappiest hosting.

Then there's the themes that hide all that shit behind CSS.
 
Speed maters, how fast your page loads. If it loads slow it won't rank higher but can decrease in ranking spots easy.
 
A theme doesn't have anything to do with SEO so choose a theme that makes your site look good. Best of Luck. :)
