The claim that Google likes to see a Privacy Policy and Terms of Service on each site and that this helps with TrustRank and actual ranking has been made several times across different forums/blogs.

What's your theory on it? Does G identify sites with Privacy Policy and Terms of Service anchor text, and/or analyze the actual text of those pages?

Google wants a Privacy Policy when using their scripts on your domain. It is to cover their and your back. It won't help your rankings one bit - it is just a legality.

Google's TrustRank is known as PageRank. They are 2 separate terms related to a link based ranking algorithm. Your interpretation is a common mistake.
