I've seen tons of accounts (big and small) with links in their bio. Plus I've talked to people who put links in and they had no clue that there might have been a chance they could have been banned. Is this just a myth? If so how does one decrease the chances of getting a ban when first inputting link into their bio?

there is no chance you will get banned if you put a link to you site in the bio. Spamming, multiple accounts, and being abusive are the 3 actions that will lead to account banning.

what about a fiverr link advertising a shoutout? There was a girl who follows me who has a fiverr link and said she had no problems.

Putting a link in my experience only makes your account more sensitive for few days so if you do mass follow or like or any other weird things you might get blocked. But just putting a normal link is good. If you put a link dont do anything "bad" for few days

I was recommended to stop using followliker (follow/unfollow/like) and stop posting, for about 4/5 days. Do you think this would be the best option?
