Does Paypal Checks Credit Card Holder's Address?

My eBay account is suspended, so i am going to create new one (I will buy proxy for security). On paypal account I will link credit card of my friend, on eBay there will be different registration address than credit card holder's address (because there is chance that if i use his address on ebay, i will get suspended again). Can Paypal&eBay check that addresses and the reason that they are different may they will suspend my account again?

If you want your PayPal account verified you need the same address as your credit card.

are you sure? is not it allowed on paypal to use my friend's credit card for example? if I will enter same address as holder's address on PP, then eBay will check it and suspend my account >_<

It does not make sense for PayPal, is like fraud you know, you could stole the credit card...
