When Google devalues a link, will every external link on that page or website become devalued as well? Or just that 1 specific link?

For example, site1.com has a link to site2.com and the link has been devalued, but will all the outgoing links from site1.com become "weakened as well?

Yes, in the past. But later google update his algorithm - Google Penguin no longer penalizes the site or specific pages, but rather ignores/devalues the spammy links. Devalues means it would likely ignore the link spam and not downgrade the rank of the web site.

Ah, so there is no cons if we spam our link in many places?

i prefer less links with more tiers under them. so this way on Tier 1 we only have HQ links and 100% contextual ones with control over anchors.

medium is fine for authority but webs 2.0 (blogs like wordpress.com) have better onpage and relevancy. webs will rank for the keyword u r trying to rank for much easier than profiles like medium (not always but thats the purpose)

I sadly have to agree to that :(

even some member here in the past tried to destroy his site with spammy PBNs... didndt work.

however: sometimes from those crap links some can be valued.. if you got an EMA with them > there goes your penalty along

because it takes root domain authority as medium profile is in folder.

webs use different subdomains so different backlink profile

but the link juice wont get as contextual as with webs, and in the long run it medium transfer less link juice probably due to internal linking of medium + your whole subdomain in case of webs is related...
