Nope, all are reviewed. Some manually, some by bot.

Pages ads gets approved almost instantly, Its Website Clicks which take some time to approve.

the page ads can get auto approved pretty much under 5min after you make the ad
but that doesnt mean its actually approved

its bot approved.
but it wont get traffic till a human actually approves it to start getting impressions
