Does duplicate notes count as duplicate content and result in Penalization?

    Greetings!

    In regards to a note inside an html tag..

    Example:

    <a href="#" note="This is an example site!">Example Link</a>

    Lets say I have 1,000 of these links and each link points to a specific external site. I copy from the target site a small paragraph, detailing what the site or product is about, then paste it in to the note. That would give me 1,000 links each with a copied paragraph from the target site. Willl Google Penalize me for this? Will it count as duplicate content? I'm pretty much at a stand still on my project and unable to continue till I receive an answer and figure this out.

    I'd definitely avoid doing this, it's a pretty obvious footprint.

    Anytime you copy content you are opening yourself to the possibility that it would be counted as
    duplicate content. Really it does not take much effort to write your own content or pay some chump
    change for someone to do the content for you.
