    I think its not about country of publisher but about the country of average site visitor, if your site visitor mainly from India, you cpc may be less than the site which mainly have canada visitor

    AdSense is based upon this site visitor not the publisher.
    Simple.

    There are many factors that determine the click cost to advertisers and hence the publisher's share. Some are:

    * bid placed by advertiser
    * quality of the ad compared to competitors
    * quality of site

    The big one is your ad quality. While things are somewhat different on the display network, it likely is very similar. On Google's search engine, your ad rank is determined by your bid and ad quality score. Your cost is determined by the next competitor's ad rank (their bid and quality) divided by your quality score.

    So what an advertiser pays on a publisher site would depend on the same things: next competitor's bid and quality. Note that you don't always have the same competitor and that is not likely to be the same on different sites.

    The quality of the site supposedly plays a role as well. One measure of quality is how well it does at getting those clicks. Where ads are shown have a big impact on click rate.

    I can tell you that whether the site is from India or US has no bearing in your scenario. Nor the location of the visitor who clicked.
