I have a few pages that I want to setup quickly without worrying too much about seo, then later on improve them seo-wise. Would changing pages too many times hurt rankings, even if you're changing pages in an attempt to improve ranking?

You need to optimize the URL.

Meta data and other onsite optimization can be done later.

But seriously I would optimize my onsite first before starting the offsite campaign.

So you can edit and change your site and the sites pages as much as you want without "pissing off" Google?

I believe as long as you're not sending a bazillion of pings everytime you edit the page you will be fine.
What are you exactly doing ? CHanging the title? description? adding more content?

If you're adding more content that might actually help you as Google may think your website is uptodate,
constantly updated and useful to the masses.
