Does blogging help improve local SEO ranking?

Hi everyone, I have this site in which I've been trying to rank on the first page in the local SERP for a couple of months now but no matter I've tried, It seems to be stuck on the 2nd-3rd page of Google for it's main keyword. I've managed to ranked most of the secondary and other related keywords on the first page but not the main one.

I've analyzed the SERP and there seems to be 2 kinds of site that are ranking, besides 6 results that belong to the directory sites. First type is the one with little backlinks, mostly directory links but they do have good reviews across the web and they are PMD. The second type of sites are the one with reasonable amount of links, both in quality and quantity, similar to my site but they have lots of content, i.e. blog content (50-60 pages indexed on Google)

So I'm planning to start adding more blog posts to my site,although I've already have some. So does blogging really help improve the ranking? I would assume it helps establish more topical relevance to the site, but don't seem to be good in terms of ROI.

Yup, I know that. But does it help the main page ranks? Like the main page is the commercial page, but blogs are mostly informative content. And it's for a local roofing site
