Does anyone know the steps necessary to build lead lists?

I know there are so many tools out there that have good leads, but I thought of maybe doing it myself, just not sure where and how I would gather such information, thinking of maybe collecting the info to sell it on. Or should I just get into one of those tools and just forward their leads to clients? Not sure if I would get that investment back every month (they're expensive)
