I've had a lot of success using Twitter for social signals and actually building a targeted audience & sending good traffic, and I want to expand this.

I'm concerned about IP address + account matches. Have a pretty good source for phone verifications.

Would love to pick anyone's brain, open to any service or provider recommendations too!

I don't want to spam. I have a good method for growing followers on the accounts. They will look very clean, the only problem is that I will be managing them all.

You can use Android Simulators to login Multiple Accounts at the Time. And always use Mobile Proxy on each Simulator so that your account always Fine
 
Be careful twitter is more estrict than instagram

But I own more than 12 twitter accounts, in which 5 are actually active and managed from the same IP & Device.
I think, things are flexible when you are posting original content + the account has credibility to some extent.
