I don't need to know how to do it, I just need hope.

Please let me know, is there light at the end of the tunnel

The difficulty in managing that many channels comes from the content.
Ensuring content meets guidelines and "fits" with your channel is hard.
I managed over 50 using automation, but a lot were banned / restricted due to the nature of the content being out of my control.

15 channels don't seem like "mass" to me. I am not even using YouTube seriously and I have 10+ channels on my home IP. YouTube/Google make it so easy to manage lots of channels and it isn't against the ToS as far as I know.
Yes. People really overcomplicate the "IP" thing. Google doesn't really give that much attention to the ip's quality. I have google ads accounts running on datacentre proxies without any problem.

Whispers... cookies...

With the proper budget, it's possible to manage thousands of channels with automation. it's also possible manually, but it's a lot of work for me.
