It seems like it. In terms of the CPC
it really depends on what your blog is about, the saturation, the amount of advertisers, etc.
I have Adsense on blogs and normal sites and from what I see, whether or not it is a blog does not affect the payout...its just the keyword searched that has most effect...eg "web hosting" would pay more for a click than say "free recipes" irrespective of whether it was on a blog or normal site.

I guess if you are sandboxed or have duplicate content you will receive ads with lower CPC. Atleast that's what I observed on one of my sites. I had all category & archives pages indexed as well and I guess google got that as duplicate content on my site...
I do not think it matters whether your site is a blog or not for adsense, it depends on your content. Sometimes you may be smartpriced if your clicks don't convert well.
It doesn't matter if it is a blog or a website. Your keyword selection and what people are bidding on those keywords does.
If you have selected really cool keywords and built up your traffic with them. It will work out. =]
yah it does pay less compared to the same add on a site. The best solution is to use high paying keywords.
