That strategy will always be perfectly viable. And I would not build any partial match anchors for the first 3 or 4 months to my new website. Probably longer.

I use almost 16 platforms for my link building with web 2.0 it has to be a lot of mixing giving you power.

These are meaty web2.0s with 3-5 articles with tos,privacy, and everything else.

Once google trusts your property, you start to rank higher.

Well, if you're serious, you'll need original content for any of your backlinks. It can be a spinned text, some readable nonsense, but it has to be relevant and it has to be original in the Google eyes.
Duplicate content will hardly index, unless you force it. The easiest way to have original content is to learn to spin properly You can always use software for this, but the best quality way is to do it is manually or semi-automatic.

There are also other ways of getting the original content - scrapping expired articles from archive.org, retyping content from some old books not available on internet, or dictate your original content and transfer it to text using some speech-to-text software.
