I would have to say that the no.1 option is the best option IF you are doing autoblogs since it would be more likely that you are (or will) manage a large number of blogs and you will be likely not to touch those blogs since you will be concentrating your efforts in building more blogs...

If you are not doing autoblogs, then no.2 would be the better option... The visitor would love to see an updated page and google would likely take this into account when they design their robots

So if you haven't updated since Nov 08, I take it you aren't using autoblogs?

With blogging (not auto-blogging), you need to set up a bit of a schedule. I will schedule my blog posts for the week for each blog that I am actively working on.

With auto-blogs, you can let them do their thing. But with blogs that you are actively working on, it's best to update them. I will usually update 3 times a week.

Nothing is set in stone. The main thing is to have sort of system down so that you can handle posting. It also makes it a lot easier since you know that on Mon you will make a post about niche research, Wed will be about keyword research, etc and so on and so forth.

If you have to many blogs to manage, outsource your posting or get a guest blogger.
