It's a good idea for 2012 but these days you have to not make any footprints, I suggest you build a strong T1 and you will not need to spend time and money to other TX, or maybe a good T2 based on the quality not quantity
hows t1 linking to t4 a footprint
I'd rather build an entity. Let's say 15 different Web 2.0 all branded and linked together, then markup my site telling those are mine. Getting some low hanging links and probably 1 or 2 SAPEs to each of Web 2.0. So 15 -30 SAPE's is a lot of firepower. And hard to track it down, as all cooperations are linking there social together. The can't get you without hurting them.
I think the crucial point is to have persona and organization mark-up on your moneysite, backed uped by profile pic and bio of a person on G+ and Facebook.

it doesnt tell them anything. in my structure tier4>3>2>1>money site. in real world Tier 1 absolutely doesnt know if Tier 4 links to tier 3. so they can link to them. not a footprint defo.
its actually very natural to link other sites in ur niche..
I doubt it will make any material difference if you are using Web 2.0 and other garbage. But using PBN's the first one would work nicely
