First of all you could be strong in basic requirements to rank your video.

    1. Video length - More seconds you can keep a user on your video, the higher it will rank.
    2. Video name - Improper naming structure is the most common mistake so try to fix good name for your video.
    3. Video description - This is the important factor to attract the users because the description will enhance your video ranking.
    4. Custom thumbnails.
    5. Publish in social platforms.

For video length; is the ratio of minutes watched to video length more important than total minutes watched?

For example Video 1 is 10 minutes long and had average 2 minute watch time so 20% retention rate or
Video 2 is 2 minutes long and has 1 minute average watch time so 50% retention rate.

Which video will rank higher? More minutes watched or ratio of minutes to video length?

This is where testing comes into play, does Youtube want to be a site which most vids is 4-7 mins long or 10-20 mins long? I think even though the ratio is lower since its a longer video these videos still get push since the quality (length) is longer. You would see short vids mostly if I think that was true.
