Do you have an IP scrub for user registration?

This is one of the questions emailed to me buy affiliate network i am trying to get signed up with. Can someone explain to me what is Ip scrub.... Thanks in advance

That would probably refer to logging the IP and then optionally performing some checks on it (eg. check for blacklists)
