Noticing a lot of citations aren't even indexed. Do you guys do anything to index them?
I treat them like tier 1 links. So, to answer your questions, yes, I do index them.

They generally do not need any links as they are usually on PR1+ domains which usually mean they are being indexed on their own. However, citations are being used loosely nowadays wherein forums which allow you to put a citation to your business is also treated as a citation so if that's the context then as long as the domain has a low domain authority then yes, you should build links to it.
However, I usually do not build any links and just allow them to naturally index on their own.
It is very tips to sharing to get link build of your citations to index.
I don't think it's worth trying to build links to your citations, the ROI wouldn't be worth it in my opinion. The citations will get indexed eventually, the ones that are on the better sites.
