Do we still need tier 2 link building?

I tried many SEO automation tools and created 1000s of backlinks. I used tier 2 and tier 3 as well. But only 1% of the links got indexed by Google. I create some high quality links for tier 1 and I did not build 2nd tier links for those links but almost all of them got indexed. So, I don't think tiered link building is important. What is your opinion?
 
Tier 2 helps to boost authority to tier 1. Build some quality links as tier 1 and web 2.0, social bookmarking as tier 2.
 
Everything is based on the quality & number of tier 2 links while choosing the domain you want to get links from,
This does include PBN domains, Guest posts websites, etc... And the core thing to check for these are the RDs & the quality of links pointing into them,
So, basically, you should really care for tier 2 links as they do half of the job,

The case can be different for the PBNs & Guest posts as you only should aim for genuine natural tier 2 links from good websites but the concept is basically the same, it's simply not worth building quality links as a tier 2, but lower decent quality ones that do get indexed and pass some links juice do work pretty fine

So, the only problem you'd have here is no focusing/building or not on tier 2 links but the quality of these built and the right ones that should do the job,
For that, you should rather go for less number and aim for some higher quality, typically some good web 2.0s built open expired articles (could be spun 5-10 times) with long-form content, pics, a couple of headings... Which should be picked up by Google and do have some value at least
 
Tier link building depends on your backlinks strategy. If you build average quality backlinks in tier 1, you need to build tier 2 backlinks to boost the SEO juice of tier 1 backlinks.

You need some quality tasks in tier 2 backlinks to get indexed on Google.

If your strategy is to build only high-quality backlinks from authority sites, you don't need to build tier 2 links (depends on you). Backlinks from authority sites have enough SEO juice and are indexed in Google quickly.

Tier 2 and Tier 3 links are absolutely effective ,

BUT..................... ONLY IF .......... you know what you're doing

The beauty of my work, I've learned methods that if I have 10 posts for instance, 3 posts will always rotate to front page, with every google update. With every shuffle, I maintain front page positioning and it also helps getting "Google Snippets"
