Do We Have To Change Permissions For The .htaccess File For Changing Permalinks In Wordpre

    Do we have to change the permissions for The .htaccess file
    in cpanel to properly change permalinks in wordpress.

    WP has to write the rules in it, so if it can't, yes you have to make it so it can be edited by the Apache process. You can also add the rules in it manually.

    Are you rewriting them for old links or is this a new blog? If this is a new blog you don't need to touch the htaccess file. You just change it in the admin panel.

    If you're worried about 404 pages for permalinks on existing pages you could try using a 404 plugin.
