Do Top 10 anime or tv show videos get monetized?

So if you add your own voice + cut scenes to make videos lie "Top 10 Action anime to watch" then tell the description of each anime with around 30 seconds of each anime's content (Scenes being cut every 5-10 seconds). Would this kind of anime/tv show channels be monetized? I see watchmojo and many others being monetized so i thought to ask if it's still doable to get monetized since they're big so youtube is kidna maybe monetizing them just because they bring too much views.
 
It should. Like you said there are plenty of channels like that. I have a monetized anime recap channel. The main problem anime channels run into are copyright and re used content issues. I have been doing something similar to what this guy does with no issues.
I actually mute the sound of the anime entirely just background music and my voice. I download AMV's and just cit 20-30 seconds of them into the video (I download ones that are on YouTube for over 2+ years. Plus theres text and description of the anime etc
