    My father was recently laid off from his job working as an insurance agent for 31 years. Instead of retiring, he is now opening his own branch with another company. I told him I would make his website and rank it for a locally targeted keyword.

    Now here is the thing, I can only make nice websites in Wordpress. I have sold them to many businesses before, but this time, I need to make the site a month in advance before grand opening. I don't want to be advertising a place not opened/existing yet with a full completed website, but I also don't know if a 301 redirect to an "under construction page" on the site would hurt the new domain and its future potential.

    If you have doubts:

    1 - make a robots.txt with: 'Disallow: /' until you finish the site;
    2 - only start to backlinking when you have good content on your site.

    I guess no one can tell you the real deal about this, you need to figure out by yourself, or flip a coin ;)

    If the site isn't indexed on Google then it definitely wouldn't hurt.

    I would say no because i've done this with before. The page can be under construction but you can still get the page to rank with enough SEO. Just do proper on-site seo and post an article on the same page. When you use it in the future, you can put the right content. It will actually help you since you've been indexed longer.

    This doesn't seem like a problem, especially as you can easily modify the robots.txt as talruum said, or you can install a plugin to do it. Plus, you can always then drop a page infront of the WordPress side of things w/ the "Under Construction" sign and work on building out content to be indexed on internal pages. I would still not index the site until it's all up and running (directory sites specifically prohibit "under construction" pages and unfinished sites), but you can at least begin the internal linking, doing the meta tags, etc.

    My first thought on this is:

    Build the site and flesh it out. Because the agency isn't open yet you have time to make it great for your Dad,

    Day or so before the grand openning go live with the site. Throw some traffic at it and pray. :)

    Work it hard to show your Dad you appreciate all the love and money he spent on you. Not to mention the heartbreak and all the crap you put him through.

    Congrats on wanting to do this for yoyr Dad. I think you know in the back of your mind what you need to do.
