Nowadays is cheaper and easier to launch a negative SEO campaign that is actually compete.
I understand it pretty well but I only done it like 2 two times someone was attacking my friend site so I kept leaving comments on the other guy site or social profiles saying"Jesus loves you " after 2 weeks he stopped attacking my friend site then posted a rant about me saying this"This Russian Bastard keeps saying Jesus loves me all the time"

Yes, they do it and what the most fascinating is: Those guys sabotaging others have no other way of helping themselves. No skills or such. Their only way to improve their own product is by damaging others' products.
I made a lot of experience with this crap. Not only being victimg og NegSEO where I could simply fire back or disavow the links, but when it came to app developing (especially on Google Play) there were certain competitor from certain countries, which were mass reporting my apps, just simply because their own apps sucked and people preferred mine. So it ended up that I had to block whole countries cuz of this.
There is no law enforcement in some countries, they can do whatever they want to. In my country for example I could sue the shit out of them, because they are hurting my business on purpose and I am losing money cuz of them.

I am not going to teach you how to do it since to me it's only something someone should do in very extreme cases such as you have no choice.
In general most people are too stupid to be able to do a negative SEO attack right or well, for example, someone thought he was cool doing it to one of my sites so my site started ranking for a sexual act so I started promoting the sexual thing for some kind of Affiliate so he kept making my site every month for a while £500 sales a month

In any country, including the US where suing is very common, it's extremely hard to sue others on negative SEO. Actually, scratch that, you can NOT. Because no lawyer can prove that this actually harms your business without Google disclosing their algorithms first and that will NEVER happen. So, the best thing you can do is protect against such attacks.
Google actually offers a lot of protection built-in. For example, nowadays, if you blast your competitors with a massive amount of shitty unrelated links (like porn, pharma, gambling, etc...), nothing will happen. Those links will get a weight of almost zero, and if anything, they might help you rank higher, not lower.
However, if you blast your competitors with exact-match (or even partial-match) related links, you might take them down for over-optimization. Google cannot protect you against this unfortunately. It's a side effect of the Panda/Penguin algorithms that can only be avoided by you. In order to protect yourself against these more sophisticated attacks, follow the phpbuilt on-site SEO guide. It also teaches you this and it works (tried & tested multiple times on different site/niches).

If you hear neg seo and blast in the same sentance. Then it's obvious the people who claim or think they know what neg seo is, have no idea what neg seo is...
neg seo is working and i know full well how to execute a very damaging campaign but i learnt the amount of time to execute a well planned neg seo campaign that you may as well use that time, resources on your own shit.

Nope! It's just people are stuck in 2012 thinking a sb or gsa attack is going to tank sites. That shit stopped working years ago. This is why soon as i hear people mention "blast" i cringe, coz the only thing they are blasting is verbal BS.

You spend all your effort in bringing someone down, another competitor will come along and eventually take it's place as #1.
Why not use that effort to improve yourself to be worthy of #1

True but i think at some point or another and somebody doing SEO seriously, as a full time job will run into an asshole client/competitor and get upset and look to destroy them. I've been there, done that, got the t-shirt, executed a number of neg seo campagins. One day whilst conducting a neg seo campaign, i was sitting there thinking I am going to these extremes to destroy them. The crazy thing was that when they upset me, i got eve more motivated to work on neg seo, than my own campaigns. That's when i realised, fuck them, i am going to beat them legit and watch there jealous faces, as i start to take control of my niche and you know what, it worked
Turn that neg energy into fire into your belly, to ruin them legit with total domination of your niche.
