Do I Need To Cloak If I'm Using A RTB Network To Advertise On Google And Other Big Sites?

Edit: Do I need to cloak if I plan on advertising on networks and violating their T.O.S.? Seems like a stupid question but...
I ask this question because I was on a webinar about black hat methods with a "Super-Affiliate" not to long ago that does a lot of cloaking and has had $100k+ days. He said I don't need to if I'm doing media buys or using a RTB network. Looking at What Runs Where I noticed that some landing pages were i-framed or maybe it was ads (which would likely point to Facebook) or both? Anyways, it made me wonder if the landing pages were cloaked using i-frames? The specific example I'm referring to was running on a network and remembering all this is what made me ask the question to the affiliate on the webinar.

Cloaking will obviously be against their T.O.S. but seeing as I've never done a media buy yet or run on an R.T.B., I wonder if they will review my landing page and ad when I submit it (sounds like they won't)? And if Google or where ever else I decide to run my ad will as well? Any insight in to this or advice would be appreciated. Thank you in advance.

it's very simple, if you intend on advertising a lander that violates their TOS, and you still want to get traffic to that lander no matter what, you have to cloak; otherwise, your ads simply wont get approved as Google , FB etc are reviewing ads constantly (bots & human reviewers), so, you wont get away with that.
