Is it important to submit website in google webmaster tools? Does it have any impact on seo?
Unless you're doing some serious blackhat link building, there's no harm in submitting it.
I like to submit a site to GWT, and then submit my sitemap. I've found it does great things for the indexing time. You can also see some keyword analytics in GWT after a bit of time.
The only reason I do that is to watch the search queries.
For one website it's fine... but I'd think twice about adding more websites to one GWT account.
Especially if your linking to your websites using the same blog networks for example.

This are the benefits you'll gain. Also, you'll receive notifications if there are any crawler errors.
if you're doing only whitehat stuff go for it, you can see all the keywords you're ranking for much better than any tool can show them, same for backlinks, you can see if at any point you'll receive a penalty and a few other good stuff
It can provide information about technical issues on your page. I like the crawl report, you can see a lot of data there.
You should add your site to GWT! But try to use separate accounts if you are not doing white hat!
I thought you get all search queries and stuff from awstats too? Do you really need gwt?
yes its important to submit your site in GWT. So that you get some technical issues about site,
Once you fix the issue and then send a reconsideration request using GWT only.
You will need it to check the problems and messesges.
If you are doing heavy blackhat stuff to a site then maybe recommended not using GWT and use statcounter or piwik instead, you get all data from them too.
I think these is no harm to add your site to GWT. It can help you check the site error problems and messesges.

I would say yes. It is handy tool and I really like to add all my sites to it.
I think that without GWT, your SEO purpose is not complete. This tool provide data about how your site go to SE and its behaviour. It provide accurate data compare to other related tools or software.
