is it a must or just build links ?
do i have to resubmit my posts sitemap for new posts to be indexed ?

Yeap, sitemap updates automatically, unless if you have created that sitemap manually yourself.
Otherwise, all new posts, etc, updates, indexing priority, are all handled by the sitemap plugin itself (assuming if it's WP), and once you upload that sitemap link to big G, it will keep track of those automatically thereafter, leaving more time for you to do other things.

No, you don't need to resubmit your sitemap for your new post getting scrolled. Sitemap automatically updated on the daily or weekly basis as you set the time duration. Here I am sharing some information about the sitemap which will help you to understand it very well.

I never resubmit sitemaps, new posts get automatically indexed but it varies how long it takes them. Use internal linking.

If the file name is the same then you don't have to resubmit it.
And although the sitemap update function is automatic within wordpress, it isn't the case with all CMS.
On many shopping CMS for example, it's often not automatic without setting up cron jobs.
