Do Google penalize this (local seo)?

Hi,
I know it is not safe for a regular website (ecommerce, etc) but I am not sure about local sites.
I am building a site that targets a niche in some towns around my area. I have a list of keywords and a list of cities.

Let's say I have kw1, kw2, ... to kw300.
And city1, city2, ... to city50.

My pages filenames are built like this :
- for city1 :
kw1-city1.html
kw2-city1.html
etc to kw300-city1.html

- for city2 :
kw1-city2.html
kw2-city2.html
etc to kw300-city2.html

Same logic for all 50 cities.

So my concern :
For one given city I'd like to put all the links to its pages at the bottom of each of those pages. I mean :
For city1 I will put the links below :
kw1-city1.html | kw2-city1.html | etc to kw300-city1.html
So 300 internal links in total on each page for that city.

I don't know if Google could penalize the site for too many internal links?
Maybe for local seo they can let it go because they think it could help people to read many articles about the city they live in. Don't know...

A few months/years ago I saw local sites using this with tons of internal links at the bottom of each page sending people to other articles related to the city, They ranked well, but I don't know if it's still viable.

I did a similar setup before and it did work well. I do not think Google would give you a penalty for it, nothing wrong with creating pages for different cities.
Just make sure to have unique content for each.

Google does not penalise this but favours sites that are city and keyword specific. So if you create a website where do a mix of keywords and cities it is normal that you won't rank well. It's better to build specific websites for the cities and keywords you want to target.

I can't build 50 different sites to target each small city unfortunately. Using so much ressources for a little gain.
Since all the cities are located in the same area it should be ok to build a global website for these cities. That's what I did, we'll see how it goes.
