I'm wondering, Am I allowed to say something like: If 100 people fill out the email submit for a free ipod, I will donate $50 to the Red Cross. Is that within the bounds of most CPA networks rules?

only if the offers are incentivizable and should clearly state on the offer page in your affiliate panel if they are or not

Exactly what Brotato said - it will be listed as an incentivizable offer if it's allowed by the network - some networks are more partial to having these offers than others...

that's not what was asked though, and by the way it's worded it seems they want to do this without breaking TOS:)
