Website got algorithmic penalty..
Changed the domain to new expired domain but that also not showing improvement.
Is content also got penalized.
Is there any way to use previous content without penalty effect on content.

301 not used...old website dropped and changed domain on old content...but it is showing same ranking it was in earlier domain.

you should have done 301 to the new domain, otherwise, the contents would be considered duplicate
 
You can recover from google penalty, but it's better to move on and invest in new site with different niche instead of wasting time on old site

Thats why changed the domain name..but content is same...
 
If you really need to reuse the content, it's better to get the 1st website deindexed before,
Adding a 410 status to it and report most of the URLs to be removed could be a suitable option,
give it some time to fully get deindexed and then reuse it
 
Make the old website 404 or 410, then move content to new site.

Google thinks it's duplicate content, should fix itself in a few weeks when it sees that the old site is 404.

You have to understand that the duplicate penalty is real.

A lot of people confuse the duplicate penalty with syndication.

They think that since syndication is okay, then this means that you can just copy somebody else’s content and republish it.

Absolutely wrong!

Historically speaking, syndication is intended for big media brands—I’m talking about newspapers, online magazines, that kind of thing.

And the reason why they syndicate is for some sort of commentary or just basically sharing the news.

This is completely different from a blogger just ripping other bloggers’ work off and presenting it as his or her own.

So focus first on originality.

But, more importantly, make sure that your content delivers on search intent.

So, at the end of the day, you're not going to be worrying about domains being penalized and all that, if you are taking care of your visitors.
