i have give my site 3 PR4 backlink but it's don't moving on SERP

Multiply the 3 by around one hundred and you might be getting closer to what you need.

Also give it some time for Google to pick up the links.

Like I said, you need to do a lot more than just 3, and you also have to allow time for Google to adjust your SERP ranking.

It's worked for me and over time has increased my ranking.

just keep adding links, it does work, but you need a hell of a lot more then 3 links, even with low competition.
