Both are a way of spamming. Depends on your objective. If you're looking to build a long term brand then refrain from doing both.
 
In the past, I used DM's to sent messages automatically to the new followers of my small accounts, worked great when IG was a great place to play with
 
Mention gets a notification while DMs can get hidden in others folder.

Mention disappears if you get too many other notifications, DMs always stay.

The choice is yours to make!

You should give another try, because it's working as good as before for us. Not only DMs, but DMs are still very strong :)

How I can send messages automatically these days
 
Mentions appear to the end user in the notifications section, while direct messages appear in requests. Of course, mass mentions are more profitable.
 
i would go for Mentions anytime, anyday! works best for me.
