Really Simple, Google doesn't seem to dig footprints. One of the Biggest Footprints I leave on the Web are my Privacy policy, contact us and about us pages.

Should I set my Robots txt file to disallow these pages or use the meta robots "noindex" ?
Do you think Google is looking at these pages as duplicate content when they are all spread across a vast network of blogs?

Well it might leave a footprint if they are identical in content otherwise I cannot see the issue here.
Google likes to see about, contact us and privacy pages.
How vast a network are talking anyway?

near 50 sites, all these pages are nearly identical in content with the exception of the website name mention in the pages.

Almost all websites on the web have the same privacy/terms of use template. I wouldn't worry too much about it. Just add nofollow to the footer link and you're set.

    Love your username PigBenis :).

I'd just set them to disallow anyway, no reason for legal information to be indexed really.
