so it's same offer, and i get paid for leads depending on the persons country.
if he is from germany i get 5$
if he is from US i get 3$
    UK 2$
it same offer but has different affiliate links depending on the country.

if i'm using 300*250 banner, how can i make it appear to those countries and if the visitor is not from those countries the banner wont simply appear.

If you are going to have traffic from outside those countries, which is presumably the case - why not capitalize on that traffic as well by sending them to something that monetizes international traffic?

For example, I've had great success with PPS offers in third world countries thanks to a geo-redirect. I use prosper 202, and it is free and can handle all your needs ... but I would just serve the ad to everyone, and handle redirections on the backend. You also could use an ad server such as ... openx(Revive Ad Server). Or you can use some manual PHP code which can be discovered with a bit of research here on the forum.

For my time and effort - P202 is the easiest solution that solves all the issues ... but you would still have to figure out how best to serve the ads.
