Discussing Facebook's post boost feature

Hi All,

last week I decided to give the post boost feature on Facebook a go.

On my fan page, I created a post (video content) and made the boost settings such that I would reach people not connected to my page but who will be interested in the content. I've set the budget to $15, and Facebook estimate it will reach 40000 - 50000 people.
At the end of the campaign, the post reached 30000 people, which was not within the estimated range but close enough. I also got 19500 engagements.

Today, I decided I wanted to do it again, with a new video post. I used the exact same settings as the last time, but with a budget of $10. So far, $2.67 have been spent just to reach 660 people!
This means a reach rate of 247 / $1 compared to 2000 / $1 for the previous campaign! This is almost 8 times less reach!

Also this reach rate is totally inconsistent with the estimate given by facebook for $10 budget, which is between 20000 - 40000.

Does anyone know what is wrong? How does the post boost feature really work? Why does Facebook estimate one thing, and ends up delivering another thing??
