Different B/C-Class IP - myth or a make sense?

Do you guys have a real reason to suspect that Google really cares if the backlink is coming from a different A/B/C-Class IP compare to the same C-Class IP?

I'm not talking about if 80% of the backlinks are coming from the same C-Class, but let's take a scenario that I have 200 backlinks to a money site, and 1 of them is coming from the same C-Class. Is it going to have less "link juice" then if it came from a different C Class?

The link juice is both the problem and the solution here.
Links carry link juice but if they catch us abusing it, we get penalized. So the real question is: is this link carrying link juice and will it lead to a penalty? Now, I've seen my fair share of links from the same C-class and let's just say I don't do it anymore
