I need to know that if i have a dial up connection that refreshes the IP everytime I connect to it will paypal know that the IP still belongs to the same person/household? I would have multiple paypal accounts, bank accounts, addresses etc. Would a changing dial up IP still somehow give me away or leak my identity to them?

Your ip is a virtual address of your machine. In the world of computer forensics your ip can be traced back to your name, home number, and physical address. For example if you gave me your ip address and then reset your modem and gave me that ip address i'll be able to get any information I want about you with both of the ip's. It would be best to look into hiding your ip.

and usually dial up have their own ips so for example aol ips all are identified as being AOL so unless you live in "loser block" where everyone is on dial up i don't think you can hide from paypal with your ip resetting.. lol makes me giiggle though. and please don't take offense to my loser block we all started from dial up../..
