What is the definition of a new site / domain

What about the domain which are there but never no site build or site indexed for years , do you classify them as new site .
 
I would say that any site younger than about 6 months in a "new" site.
 
I differ a bit on this. I think anything under a year old is a new site.
As far as old domains no content, I have had pretty good luck with them, but I don't think I have purchased one that wasn't a site at one point.

If you are looking to get into purchasing aged domains, I always look for old domains that were once a site.
I don't like to see many backlinks to the site though (some people do), as this makes it a possibility that the domain has some type of penalty.
I got burned once. Poured about $150 into a small site to get it off the ground, and when it came SEO time, it wouldn't index any pages but the homepage, and never ranked.

I would only judge age for how long a site has had content, not just the domain.

This. Google is going to be aware of how long the site has been actually populated with content, not just the domain age.
 
New is subjective. IMO new site is under 6 months old
