Server company says hdd has bad sectors and have formatted another os and drive but can't transfer the data over to the new one. They say I can buy the old hdd and see if someone else can do it but I'm not sure how that works. I have an older backup and would rather get the information from that hdd and (cpanel) somehow figure it out. Has anyone encountered this problem before?

I have a server management company i use and am waiting for a response from them but thought I'd see if anyone here has come across this before and see if there's anything i can have done or companies out there that fix this sort of thing.

You would have to go to a data recovery company.

Google it, there is a lot of good software out there to restore data even from the bad sectors, best case is to get the demo try it out and see which one restores the best and the most.
I assume the format is Ext? Try stellarinfo's data recovery, saved my a$$ couple of times.
