Cheap... Because cheap to hobo #1 and bill gates are the same.

Give a cash amount, the amount of visitors, average page size, average time on site and all the other info. Otherwise godaddy would be perfectly fine.

For a cheap dedi, with loads of specs and bandwidth check out kimsufi.co.uk(OVH) or hetzner.de or even worldstream.nl

Don't expect much support with any of those providers though.

Visitors are around the 10k mark on average and can go to 20k-30k. Average time on site is about 7-8mins. The thing is visitors come in big spurts all together for example 1000 could visit the site at the same time which caused it to go down

1000 visitors all at once sounds like a ddos attack rather than real traffic. What kind of BW are you consuming? I can let you know my provider but they're unmanaged so you need some skills but 16GB, 1TB, Dual Quads with 10TB BW are $65. I get them with 14 extra IPs and pay $79 a month for them. I use them for Xen VPSs. Might work for you if you can manage a server.

Sent you a PM mate. Good luck and no affiliate or anything with them (not even sure they have an affiliate program). They just provide what they say they'll provide so I recommend them.

Specs will only do so much. If you got an inefficient setup you'll be spending more money on trying to overcome problems rather than fixing them.

What I would do is get 2 servers. One of them being the web server, the other being a dedicated SQL box. Both in the same rack and setup on a VLAN. Be sure to let your host know so they can do that. It'll get you <1ms response times as expected for LANs. For the web server I'd start off with 8 gigs RAM, dual quads and Intel SSDs. Depending on database size, the MySQL box would be 8 gigs or 16 gigs ram.

For the web server you should ditch apache. Look at something such as litespeed, nginx, lightppd, cherokee. Setup a caching system on the webserver level. Start using monitoring to determine bottlenecks (ex: https://scoutapp.com/tour/simple_install and http://newrelic.com/ ). Once the bottlenecks are found, fix them. Large queries, non-cached pages, bad layout can all play a part in nuking your site.

Beware. You get what you pay for. Even though the price is cheap, the uptime and support won't be as good as the expensive dedi's.
