Of course you can. Using google bowling or some derivative of it will get the job done nicely. However, keep in mind if you're doing this to another black hat they'll likely try to get you back. Just hope they're not better than you! You may find yourself with a worthless empire of sandboxed domains. You'd be better off analyzing your competitors site to gain incite into what they're doing to achieve a higher ranking. Once figured out, find a way to automate the things they've done to one up you and take that spot over.
