sockschain + sockscap. You need to configure them a little bit though...proxifier also works well.

Hello,
You dont have to restart your PC to get a new IP. But its only work with dynamic IP.
Lets do it :
At first Create a text file, and copy then paste the following to the text document.
@ECHO OFF
ipconfig /release
ipconfig /flushdns
ipconfig /setclassid
ipconfig /registerdns
ipconfig /renew
EXIT
Then go to file - save as, let the window open, and under Save As Type select All Files and name as fix.bat, click save and exit. Go to where you saved file and double click on it, let it do it's thing and it will be fixed!
If you have a static Ip there's no way to effectively change it from a command prompt. You could use the ipconfig release and renew commands, but chances are you're just going to get your old IP address back.

Note: This might not work if you're behind a NAT router with dhcp on. This is because you'll just new private(local e.g. 192.168.x.x) IP.

If you have as little as $10 bucks a month, I recommend Cloakfish.
If you don't want to pay, I have been using HotSpot Shield lately. It's pretty impressive and works well for a free solution.
Proxies are pretty fast, too.

Forget 'might now work'...
It WILL NOT WORK to give you a new IP address outside of the non-routable ranges that most routers use.
If you want a new IP outside of your own firewall/router/network, you're going to have to use a proxy of some sort.
That either works out to: very little $$, but LOTS of your own time & screwing around.
OR
Very little of your own time & screwing around , but SOME $$.
I ended up using hidemyip.com with premium proxies, after testing and deleting about a dozen alternatives (free and paid). It's about $30 to buy and $24 per quarter ($8 per month).
For $8 a month, :yield: I'll pay up not to have to spend hours finding lists, installing them, finding out half are honeypots for viruses or dead already, etc., etc., etc.
