Spreadshirt will let you do this, as will Cafepress. Super cheap, super simple, doesn't get any better.

 

there is another awesome one, cant farkin remember what its called tho
you upload designs, you can then buy the shirt for like $10 or whatever, and you also get paid every time somebody else buys the shirt you designed. ill find it again and post it here

 

Spreadshirt is awesome. The only thing is that I like how at zazzle you can see how it will look on models, but whatever, it doesn't matter anyways.
