Custom bootstrap.css cover template not behaving

I have completely redesigned my website tommorisonwebdesign dot com and the site looks weird. I want the content section to scroll but I want the header and footer to stay at a fixed position. I have tried several things but to no avail things still look messed up. I'm a quick learner and I want to attract customers. Since my newbie status won't let me post code, I would graciously appreciate it if you viewed the code in your own browsers to help me out. Thanks in advance.
